POLICE BLITZ ON "HODHA BHERO" AND OTHER VENDORS LEGAL BUT IGNORANT OF HISTORICAL INJUSTICES!

Because the black majority of Zimbabwe share the same history they therefore, share the same destiny. Unjust policies of segregation perpetrated by yesterday's colonial regimes on this majority are amongst the strongest contributors to wide spread poverty that we are witnessing today. Corruption within ourselves is of course another one. Using examples from real estate this article will however, look at the contribution of yesterday's pre-independence segregation to the current situation in which the black majority is the poorest.

The Regional, Town and Country Planning Act that is used by the police today as a basis upon which to unleash clean up blitzkriegs on the Hodha Bhero and other vendors was created in 1976 by a segregatory motive that was ignorant of the need for more land by the majority as its population expanded over time. This is exactly the reason why the current spatial map of Harare shows the high densities of Budiriro, Mabvuku, Glen View occupying approximately one third of the capital when the low densities of Borrowdale, Glen Lorne, Mnt Pleasant occupy approximately two thirds yet more than sixty per cent of the population is in the high densities and less than forty per cent is in the low densities. The black majority lack economic capacity to effect development as is legally required by this law because of policies that were calculated to ensure that the poor remain poor. For example in townships like Mbare, Old Highfield, Glen Norah etc some houses in which the people stayed for more than fifty years are owned by the local authority which means the occupants are lodgers. This was deliberately set up so that the people would not be able to have title deeds or collateral that in turn gives access to meaningful credit. Therefore, the majority can not borrow to finance their enterprises, purchase immovable property or access higher education. In order for it to be useful today the Regional, Town and Country Planning Act require a total overhaul so that the needs of the majority are considered and infused at the very core of its precepts.
