IF YOU ARE ELECTED MAYOR OF HARARE WHAT WOULD YOU DO TO REVIVE THE SUNSHINE STATUS ? HERE IS WHAT I WILL DO MYSELF !
PUT THE NEEDS OF RESIDENTS AHEAD OF ANYTHING ELSE
The best way to describe Harare Municipality is that its a service provide like Telecel, ZESA etc and being as such satisfying the needs of residents is critical to its existence. A mayor or municipality that loses sight of this fact would have lost it completely ! A resident means income directly as rates payments or indirectly. Indirectly income is in the sense that as residents move from point A to B they are human traffic to advertisers, when they use public facilities they are charged fees etc. So these residents being as important as we can see if however they develop a perception that despite the endless charges the municipality isn't matching these charges to quality service delivery its finances will suffer greatly.
GIVE INSTEAD OF TAKING
Offices of a public nature are of trust into which accomplished citizens are elected and presented the opportunity to plough back to the community. Indeed, such offices are not for job seekers or opportunists who are motivated more by a subsistence mentality than competence . But they are men or women of morals who do not use things like employment packs as pretext to loot meager public resources meant to uplift lives of the poor in Mbare, Epworth, Budiriro, Dzivarasekwa and other high density areas.
STOP THE CONSTRUCTION OF THE TERMINUS AT CNR ROTTEN ROW AND COVENTRY ROADS WITH IMMEDIATE EFFECT
The construction of this terminus does nt make business sense because the idea fails to accommodate critical stakeholders of its ecosystem. This terminus doesn't operate in vacuum but its business model must have been designed in such a way that it naturally pulls the public, transporters, advertisers etc. To this end there should have been established an anchoring facility like a state of the art mall that would pull the public and in the process the public would come along with transporters and advertisers. But as it stands nothing is done and I wonder if transporters will be interested in using a facility where no people come. So this thing is a waste of money and if I am elected mayor I will stop it immediately.
OPEN UP TO INVESTORS
Iam never a fun of monopoly where the government (central or local ), parastatals ( e.g ZESA) and corporations (e.g Econet ) own both the infrastructure and the services that are applied riding on that infrastructure. This is like ZINARA (Road Authority) owning the road network but at the same time dictating that it wants to also own the vehicles that travel on it. Absurd ! Isnt it ? But this hypothetical example represents what is happening in Zimbabwe! Telecom companies here have this problem. I believe for them to be successful with value added services (VAS) they should each invest much in an application programming interface (API) that facilitates independent programmers to operate on their networks.
Likewise the municipality of Harare should nt own things like car parking services company because their skill is shallow and this translates to poor service delivery. If I am elected mayor of Harare I will not only open doors to investors but windows also. PPP - private public partnerships- will be the name of the game. My municipality will partner competent investors in water and sewer reticulation; refuse collection; information provision; council employee insurance e.t.c . It is wisdom to realize that to get the best out of something one doesn't need to own it.
If an investor can be found who is willing to get into a win win kind of contract then there is no harm in engaging such a one. Well for now lets take these last words as a conclusion to this matter. Lets however, bear in mind that this is not a manifesto but my vision for the beloved Sunshine City. I will be happy to know about yours !
